This Article argues that present reform efforts and associated scholarship don’t give sufficient weight to energetic and direct participation by neighborhood members and traders. This Article proposes two novel coverage reforms for the Alternative Zone program, which fills a rising hole in Alternative Zone literature. First, traders must be required to purchase into the neighborhood financially or personally. Purchase-in would entail a one-time lump sum fee to a neighborhood fund or a neighborhood service pledge to make sure actualized dedication to neighborhood growth. Second, a proportion of every Alternative Zone must be reserved for present neighborhood members to spend money on. Traders are at the moment not required to finance tasks geared towards the wants of native communities, and are as an alternative funding developments they’d have already invested in, whether or not positioned in an Alternative Zone or not.
